He now works with Dylan Cotner, on a project to create and improve a new Universal Soldier. When the government decides to terminate the project, which includes shutting down SETH.
SETH, not wanting this to happen, takes steps to prevent this. He first kills Dylan. He then has himself transfered into a body.
He then seeks out Luc Devereaux, who is the only person who knows the code that will stop his program from being deleted.
Luc must try and stay away until SETH program is deleted. But SETH has targeted his daughter as possible leverage. I like Van Dammes movies and Universal soldier was one of my favorites along with Blood sport and Hard target.
I looked forward to a sequel, but when I saw the reviews, "The worst film I've seen" it also earned it self a average of 3. But I had to hire it out, and I was honestly surprised.
DON'T watch it unless youv'e seen the first or it will make no sense. It doesn't explain the first story, it only says that Luc Van Damme was one of the first uni sols.
It then doesn't tell you about the new project, and how Luc became involved, also it says about the main female characture in the first, who is now his wife and is dead, how did she die?
Although it doesn't make much sense it is a good action film with some great fight scenes especially ones with Goldburg, and the final showdown.

Let's have no mistake here; it truly is appalling. Weapons' grade suckage. It's bad beyond even so-bad-it's-good, because it has absolutely no idea how bad it is.
We're talking Nick Fury: Agent of Shield bad, but without the inherent absurdity of David Hasselhoff to raise it up to kitch bad. It just stinks, in every possible way.
Let's count the ways, because it beats watching it. A nominal leading man who has almost no lines in the film, and who spends most of it with his lips pursed like he's just pulled someone's finger and doesn't like the smell.
A score that could charitably be called eclectic, although "absolutely bonkers random" might be more appropriate.
A continuation of the random theme into the cinematography and editing. The shots and edits seem have been chosen by spinning the Wheel-O-Film-School, with a baffling mix of: slowmo; jump cuts; repeated cuts showing Van Damme kicking a guy in the head 4 times is one thing; doing it for someone who's just standing up is Gary Busey waddling around like a camp hippopotamus.
Dialog that's half exposition and half filler. I could forgive almost everything else, but this movie is just such a pathetically dull, slogging exercise in mediocrity that commenting on it is far more fun than actually watching it.

Having no other choice, Luc returns to the UniSol building again and takes down many UniSols, right before learning that Maggie has been revived as a UniSol He also learns that S.

The script was not originally written as a sequel but was adapted to fit into the series. Mic Rodgers was chosen as director based on his work in action films, he previously worked as stunt coordinator various films including Lethal Weapon , and was the second-unit director on Braveheart.
Filming took place at the abandoned Super Collider in Texas, for three months during the winter. The movie did poorly at the box office debuting at 4.
Reviews were mostly negative. The website's critical consensus states: " Universal Soldier: The Return fails on almost every level, from its generic story to its second rate action and subpar performances.
James Berardinelli gave the film a score of one and a half stars out of four and remarked, "Some of the explosions are cool. There's an exploitatively entertaining sequence in a strip joint that features a bevy of topless women.
Still, despite all the pyrotechnics, I almost dozed off twice. Weekly described the film as "a mind-numbing exercise in body counts and big tits.
Mick LaSalle of The San Francisco Chronicle wrote a mixed review, saying the film "Has a shameless B-movie exuberance" and that it "is nothing for anyone to be proud of, on either side of the screen, but it's a lively 90 minutes.
A film soundtrack was released by Trauma. In , a second Blu-ray of the film was released, again by Mill Creek Entertainment , as a double feature with Second in Command.
